AMD are being a bit weird here, this is like promising a kid a bike for christmas, but not telling him which christmas.

Personally, this whole thing is
(1) either horribly planned and logistics are executed in the worst way imaginable OR
(2) I just cannot imagine the complexity going into that project but AMD ridiculoulsy oversold their promise to help by offering access to hardware resources temporarily OR
(3) it is starting to feel rightfully so just as some huge PR campaign
I hope it is one of the first two reasons that I mentioned, bc that means that eventually they WILL get access to the hardware. - Just at a later point in time ....

I don't really know the details, anyway, we are still waiting. The actual hardware should be provided by Penguin Computing (as explained here: https://www.amd.com/en/corporate/hpc-fund) and the infrastructure should be brand new.

The government already has the plans set out for the next one, this was just a test of obedience, and we failed like sheep.
